Security Intersection between Government, Industry and Academia
We Specialize in Connecting National Security Organizations, Defense Industry Organizations, and Academic Research Enterprises
The National Security Innovation Base (NSIB) Overlap
The central core where Government, Industry, and Academia intersect forms the National Security Innovation Base (NSIB). This hub drives the development and deployment of critical defense capabilities.
Sphere Contributions at the Center Core
- Government (The Director & Customer): Identifies classified threat landscapes, establishes defense priorities, and provides funding through organizations like DARPA or the Defense Innovation Unit (DIU).
- Academia (The Engine of Discovery): Leads foundational research in advanced fields like quantum computing, hypersonics, and synthetic biology, while training a cleared technical workforce.
- Industry (The Scaler & Executor): Translates raw academic models into ruggedized, mission-ready technologies, spanning traditional defense primes to agile commercial tech startups.
Key Dual-Use Applications
- AI & Autonomous Systems: Academic neural network breakthroughs scaled by commercial tech firms and deployed using military operational data.
- Secure Microelectronics: Government-backed manufacturing facilities utilizing academic semiconductor designs to build secure supply chains for defense systems.
- Cyber Defense: Academic mathematical frameworks integrated by tech firms into commercial security systems to safeguard critical state infrastructure.
Operational Friction Points
- The "Valley of Death": The difficult transition period where academic prototypes stall before achieving large-scale government procurement contracts.
- Open Science vs. Security: The clash between academia's culture of global peer review and the government's strict classification and export control (ITAR) frameworks.

Experience Across Government and National Security
With nearly five decades of national security experience spanning government, industry, and academia, Austin K. Yamada has learned how to maximize the synergy between the three overlapping spheres of interest. He saw firsthand the challenges faced by government by serving 25 years in the Defense Department, culminating in his service as Deputy Assistant Secretary of Defense for Special Operations and Combating Terrorism. He understands the profit/loss forces at work in industry by working at senior levels in three defense contractors, and appreciates the unique contributions that can be made by academia by founding and leading the University of Arizona Applied Research Corporation for ten years. Under Mr. Yamada’s leadership, a sensitive compartmented information facility was justified, designed, constructed, and fully accredited.
